Negative Shear flow resistance

I read in the PolyUmod-Manual, "Shear flow resistance" can be negative in situations, in which case flow is taken to be zero. Under what conditions can it be zero? Does this condition arise from the numerical solution in the software or does it happen in some materials due to physical reasons?

In certain circumstances, "shear flow resistance" might be negative, in which case the flow is regarded as zero. Similar to how positively charged nuclei reside in conductive metals, they swim in a "sea" of freely separated electrons.
